Secretary of State Condoleezza Rice to Host U.S.-EU Air Transport Agreement Signing CeremonyOn Monday, April 30, 2007, Secretary of State Condoleezza Rice will sign a comprehensive, first-stage Air Transport Agreement between the United States and the European Union. U.S. Transportation Secretary Mary Peters, European Commission Vice President and Transport Commissioner Jacques Barrot, and German Federal Minister of Transport, Building and Urban Affairs Wolfgang Tiefensee will participate in this signing ceremony. The signing ceremony will take place in the U.S. Department of State Treaty Room. Media will be pooled.
The U.S.- EU Air Transport Agreement will replace existing bilateral agreements between the U.S. and EU member states, and will establish an Open-Skies Plus framework between the U.S. and all 27 member states. The Agreement is to be provisionally applied starting March 30, 2008, and calls for U.S.-EU negotiations on a second stage of aviation liberalization to commence within two months of that date.
