Manufactured housing represents an important segment of the nation's housing market and provides homeownership options for persons who may not be able to afford, or choose not to purchase, traditional site-built housing. Currently, 15.4 million people--7 percent of all Americans--live in more than 7 million manufactured homes. This report, written by the National Commission on Manufactured Housing, recommends regulatory changes which will improve the state of manufactured housing by reducing discriminatory practices in financing, zoning, public services, and Federal housing subsidies that increase homebuyer costs and limit the market potential of manufactured housing. Other key recommendations include increasing theaccountability of manufacturers and retailers through more stringent warranty requirements and upgrading construction and installation standards.
