The President's Management Agenda (PMA) requires all Federal agencies to strategically develop their human capital to improve competencies...especially the inherently governmental responsibilities. And, OMB requires a certified project manager for major investments, which should include much of the construction work done in Reclamation, or so I would think. The draft of An Introduction to Project Management references PMBOK as a PMI document; perhaps you should mention the certification for a Project Management Professional (PMP) that is granted by PMI upon qualification and examination? This sets an expectation for the competencies that are needed for Executive Initiatives and for Federal project managers. The number of PMI-certified project managers could also serve as a performance indicator for improved outcomes. Also, we are required (or soon will be) to use earned value management (EVM) in our projects. This may be a concept that you would introduce with no more than two or three sentences: plan the work/ work the plan/ measure the variance. |
