My comments concern the IDIQ Regional Surveying Services contract and are addressed to you as the in-house vs. outsourcing M4E Team Leader.

The current 5-year Regional surveying services IDIQ contract is currently in its 4th year and 28 work orders and modifications have been completed in that time. Technical knowledge and contracting experience are key factors in developing accurate cost estimates, detailed and unambiguous Statements of Work, and quality control of Contractor survey services deliverables. The current COR for the Regional surveying contract has professional certification, progressive land surveying experience, and continues education in surveying at the university level. All survey products completed under the contract are kept on file for future use and to eliminate duplication of contracted work. The supervisor of Engineering Support, Technical Services is the Regional drawing records officer and there are rigorous procedures in place to store and maintain electronic and hard copies of the survey product deliverables. This is not the case throughout the Region. Additionally Engineering Support, Technical Services has land survey specific software and hardware and the expertise to create and analyze survey data.

Accurate surveys are essential to good engineering designs and many other activities of Reclamation. Please do not overlook this vital function. Consider continuation of the Regional IDIQ Survey Contract as a core capability of Engineering Support, Technical Services as the Managing for Excellence program moves forward.
