To whom it concerns:
I'd like to offer the following comments regarding Managing for Excellence.

I'm very concerned about the implications of Managing for Excellence in regards to BOR's obligations related to NEPA and other federal environmental legislation. Will changes to BOR's organizational impact its ability to appropriate NEPA obligations. Will outsourcing work impact BOR's efficiency, ability, and obligations under NEPA and other federal environmental legislation? Will outsourcing impact BOR's authority when it comes to environmental obligations? These are all serious issues that Reclamation must address in this process.

Reclamation is holding a number of public meetings relative to the Managing for Excellence plan. I'm concerned that Reclamation has not scheduled a public meeting for Denver, CO. Denver is the site of BOR's Technical Services Center and thus any changes to come about through Managing for Excellence would significantly effect the Center and surrounding community. I'm please that BOR has reached out to its employees and to the public in other regions, but to accurately public input and impacts BOR must hold a meeting in Denver.
