Team 13's report is perhaps one of the most disappointing of all MFE reports. TSC & MFE managers continue to see the glass as half empty instead of half full. They fail to realize that without the expertise there will be and ever decreasing amount and degree of reimbursible work. Rather than find creative solutions, they provide no data to support their suppositions and conclusions that alot of reimbursible work was recently being done in capabilities like water chemistry, soil and rock tesing, groudwater and other areas thta are now lost. Therefore clients will find other sources of expertise. Or if the TSC takes on this work it will be done by those who have no experience or knowledge in these areas. It is already happening. The conclusions of this study will gurantee the continued downward spiral of expertise in the TSC and BOR for all but the simplest of civil engineering. But that has been the obvious political goal of MFE from the start. World class' studies done by inexperienced and 'uneducated' civils' will result in poor or bad decisions that will ultimately bring down Reclamation as an agency. So much opportunity is being lost by so-called 'management'. I am glad to be close to retirement. I pity those that will remain. 03/21/2008
