SUPPLEMENTARY INFORMATION: The Short-Term Scholar category allows foreign scholars to enter the United States for a period of up to six months to lecture, observe, consult, and participate in seminars, workshops, conferences, study tours, professional meetings, and other similar educational and professional activities. This category of exchange participation facilitates international collaboration between foreign scholars and their American colleagues and promotes professional relationships and institutional linkages. Designated sponsors that utilize this category of exchange participation have suggested to the Agency that the overall effectiveness and utility of these exchanges would be enhanced if the participants were able to accept invitations to lecture and consult at institutions not listed on the participant's Form IAP-66. The Agency has reviewed this suggestion and agrees that the ability to accept such invitations, if they can be fulfilled without delaying or extending the duration of the participant's program, is a desirable program enhancement. Accordingly, the Agency is amending 22 CFR 514.21(f) to permit the program sponsor's responsible officer to authorize the participant's acceptance of such invitations. In accordance with 5 U.S.C. 605(b), the Agency certifies that this rule does not have a significant adverse economic impact on a substantial number of small entities. This rule is not considered to be a major rule within the meaning of Section 1(b) of E.O. 12291, nor does it have federal implications warranting the preparation of a Federalism Assessment in accordance with E.O. 12612.
