DATES: The work session will be held on Wednesday, December 8, 11 a.m. to 5 p.m.; on Thursday, December 9, from 8 a.m. to 5 p.m.; and on Friday, December 10, from 8 a.m. until business for the day is completed. SUPPLEMENTARY INFORMATION: The primary purpose of the work session is to begin drafting sections of the fishery management plan and related documents for highly migratory species fisheries of the West Coast. This is the first of several sessions that will be held in 1999 and 2000 to develop documents for Council review and action. Although non-emergency issues not contained in this agenda may come before this Team for discussion, in accordance with the Magnuson- Stevens Fishery Conservation and Management Act, those issues may not be the subject of formal action during this meeting. Action will be restricted to those issues specifically listed in this notice and any issues arising after publication of this notice that require emergency action under section 305(c) of the Magnuson-Stevens Act, provided the public has been notified of the Council's intent to take final action to address the emergency.
