Description of Applicant: On June 17, 1999, the Commission approved an emergency 45-day variance to reduce the minimum flow requirements of article 29 from 650 cubic feet per second (cfs) to 400 cfs during the drought conditions occurring at the Smith Mountain Project. On July 22, 1999, another variance request was granted through September 30, 1999. The licensee continues to consult with the various resource agencies and stakeholders upstream and downstream of the project. In anticipation of no immediate relief to the low inflow situation at the Smith Mountain Project and the distinct possibility that relief will not be forthcoming, the licensee is requesting to continue the temporary variance to license article 29 through March 30, 2000. 1.
