ACTION: Notice. ----------------------------------------------------------------------- SUMMARY: The Environmental Protection Agency has initiated a study to identify annual funding needs at the local level for carrying out drinking water and wastewater programs, to compare these needs to current expenditures for these programs, and to identify alternative approaches for addressing the anticipated gap between needs and current expenditures. All local level programs and activities eligible for financial support from EPA's Clean Water and Drinking Water State Revolving Funds as well as other Federal, State and local assistance programs will be covered in this study. This would include municipal/ community wastewater treatment facilities, sanitary sewers, combined sewer overflows, stormwater sewers and treatment facilities, nonpoint source needs, estuary program needs, and drinking water treatment facilities and distribution lines. The study will address both capital and operating costs. The Agency will hold a public meeting on March 18, 1999, to present its approach to preparing estimates and the preliminary results, and to take comments and suggestions from interested parties. The meeting is open and all interested persons are invited to attend on a space- available basis. Persons interested in attending the meeting are requested to register by calling Debra Renwick no later than Friday, March 12, 1999. DATES: The meeting will be held from 8:30 a.m. to 5 p.m. on Thursday, March 18, 1999.
