Notice is hereby given that the Department of State has received an application from The City of San Diego, California, for a Presidential Permit, pursuant to Executive Order 11423 of August 16, 1968, as amended by Executive Order 12847 of May 17, 1993, seeking authorization to construct a pedestrian toll bridge between San Diego, California, and Tijuana, Baja California, Mexico. The proposed bridge will be incorporated in the reconstruction and reopening of the Port of Entry at Virginia Avenue/El Chaparral, formerly used as a commercial border crossing. The new Port of Entry, the ``International Gateway of the Americas,'' will incorporate retail, office, entertainment, and hotel/ conference facilities. As required by E.O. 11423, the Department of State is circulating this application to concerned agencies for comment. Interested parties may submit comments regarding this application in writing by March 26, 1999 to Mr. David E.
