(``the Act''), Petroleum Environmental Research Forum Project No. 97-07 ``Basic Principles and Control of Crude Oil Emulsion Formation--Part 4'' has filed written notifications with the Attorney General on February 3, 1998 and the Federal Trade Commission on November 17, 1998 disclosing (1) the identities of the parties and (2) the nature and objectives of the venture. The notifications were filed for the purpose of invoking the Act's provisions limiting the recovery of antitrust plaintiffs to actual damages under specified circumstances. Pursuant to section 6(b) of the Act, the identities of the parties are ARCO Petroleum Production Company, Anaheim, CA; BP America, Inc., Cleveland, OH; Chevron Petroleum Technology Company, La Habra, CA; Exxon Research & Engineering Company, Florham Park, NJ; Mobile Technology Company, Paulsboro, NJ; Nalco/Exxon Energy Chemicals, L.P., Sugar Land, TX; Texaco Group, Inc., Houston, TX; and Shell Oil Products Company, for itself and as an agent for Shell Oil Company, Houston, TX. The nature and objectives of the venture are to develop a fundamental understanding of the factors causing formation of stable crude oil/water emulsions, and methods for destabilizing them. Participation in this project will remain open to interested persons and organizations until issuance of the final Project Report, which is presently anticipated to occur approximately eighteen (18) months after the date of publication of this Notice. The Participants intend to file additional written notification(s) disclosing all changes in membership of the group of participants in this Project.
