SUPPLEMENTARY INFORMATION: OMB Control Number: 3060-0669. Title: Section 76.946, Advertising of Rates. Form Number: N/A. Type of Review: Extension of a currently approved collection. Respondents: Business and other for-profit entities. Number of Respondents: 11,365. Estimated Time Per Response: 30 minutes. Frequency of Response: On occasion reporting requirement; Third party disclosure. Total Annual Burden: 5,683 hours. Total Annual Costs: None. Needs and Uses: Section 76.946 states that cable operators that advertise rates for basic service and cable programming service tiers shall be required to advertise rates that include all costs and fees. Cable systems that cover multiple franchise areas having differing franchise fees or other franchise costs, different channel line-ups, or different rate structures may advertise a complete range of fees without specific identification of the rate for each individual area. In such circumstances, the operator may advertise a ``fee plus'' rate that indicates the core rate plus the range of possible additions, depending upon the particular location of the subscriber. The Commission has set forth this disclosure requirement to ensure consumer awareness of all costs and fees associated with basic service and cable programming service tier rates.
