SUPPLEMENTARY INFORMATION: Section 3506 of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35) requires that the Office of Management and Budget (OMB) provide interested Federal agencies and the public an early opportunity to comment on information collection requests. OMB may amend or waive the requirement for public consultation to the extent that public participation in the approval process would defeat the purpose of the information collection, violate State or Federal law, or substantially interfere with any agency's ability to perform its statutory obligations. The purpose of the study is to provide information about resource allocation to special education programs. The study will provide information on how resources are allocated among various special education programs, and how the use of resources varies across states, schools and districts (e.g., by school poverty levels and size of allocation). The study will report total expenditures on special education, average per pupil expenditures for special education programs and services, patterns of resource allocation, and patterns of services to different categories of students. Respondents will include state, district, and school staff including teachers and instructional aides. Perkins Vocational and Technical Education Act of 1998, Report to Congress on the Levels of Performance Achieved on the core indicators of performance, provide necessary outcome information to meet the Office of Vocational and Adult Education's (OVAE's) Government Performance and Results Act (GPRA) goals for Vocational Technical Education, and provide documentation for incentive awards under Title V of the Workforce Investment Act.
