ACTION: Notice of Postponement of Time Limit for Preliminary Results of Countervailing Duty Investigation ----------------------------------------------------------------------- SUMMARY: The Department of Commerce is extending the time limit of the preliminary determination in the countervailing duty investigation of hot-rolled flat-rolled carbon-quality steel products from Brazil because we determine that additional time is necessary to make the preliminary determination. SUPPLEMENTARY INFORMATION: Applicable Statute Unless otherwise indicated, all citations to the statute are references to the provisions effective January 1, 1995, the effective date of the amendments made to the Tariff Act of 1930 (the Act) by the Uruguay Round Agreements Act. Postponement On October 15, 1998, the Department of Commerce (``the Department'') initiated the countervailing duty investigation of hot- rolled flat-rolled carbon-quality steel products from Brazil. See Initiation of Countervailing Duty Investigation: Certain Hot-Rolled Flat-Rolled Carbon-Quality Steel Products from Brazil, 63 FR 56623 (October 22, 1998). On December 1, 1998, the Department deemed this investigation to be extraordinarily complicated, and postponed the preliminary determination to no later than January 25, 1999. See Hot- Rolled Flat-Rolled Carbon-Quality Steel Products from Brazil: Postponement of Time Limit for Countervailing Duty Investigation, 63 FR 67459 (December 7, 1998). For the same reasons referenced in our earlier postponement, the Department has determined that [[Page 4639]] additional time is necessary to make the preliminary determination. Therefore, pursuant to section 703(c)(1) of the Act, we are postponing the preliminary determination in this investigation to no later than February 12, 1999.
