Historically, investor- and publicly-owned utilities have been primarily responsible for administering and implementing ratepayer-funded energy-efficiency programs as an outcome of resource planning processes. As states restructure their electricity markets, the value and future role of these activities are being reassessed. Lawrence Berkeley National Lab's research is focused on: (1) successful development of a portfolio of energy-efficiency programs to achieve policy objectives and program goals, (2) design and evaluation of energy-efficiency programs, and (3) ESCO industry and market trends and performance.


Energy Services Company (ESCO) Industry and Market Trends

Electricity industry restructuring is creating new business opportunities for private-sector firms to promote energy efficiency. Through a partnership with the National Association of Energy Service Companies (NAESCO), LBNL manages a database of over 2000 completed ESCO projects, the largest source of information on the industry available. LBNL research activities include:(1) strategic assessments of industry and market trends in the ESCO industry and (2) analysis of the aggregate performance of the U.S. ESCO industry, including activity and investment in various market segments, estimated and actual energy savings from projects, market penetration and deployment of energy-efficient technologies, and economic benefits to customers and society.

Technical Assistance on Energy Efficiency Programs

Lawrence Berkeley National Lab provides assistance to state public utility commissions, policymakers and administrators of public-purpose energy-efficiency programs in the development, administration, design, implementation, and evaluation of energy-efficiency programs. We work with state policymakers and public benefit program administrators to design cost-effective energy efficiency programs that will support the sustainable development of energy-efficient product and service markets.
