Accordingly, the Employment and Training Administration has chartered the Federal Committee on Registered Apprenticeship (FCRA) which succeeds the Federal Committee on Apprenticeship (FCA). The charter for the FCA expired on January 26, 1998. The FCRA will be an effective instrument to provide advice and recommendations to the Secretary. (1) In the development and implementation of administration policies on legislation and regulations affecting apprenticeship; (2) On the preparation of the American Workforce for sustained employment through employment and training programs for youth, disadvantaged adults, dislocated workers; and other targeted groups; (3) Regarding measures that will foster quality workplaces that are safe, healthy, and fair; and (4) In the implementation of the Bureau of Apprenticeship and Training's Child Care Development Specialist Initiative to promote and develop Child Care Apprenticeship Programs. The Advisory Committee will also provide advice to the Secretary of Labor on ways to achieve the strategic goals set forth in the Department of Labor's Plans required under the Government Performance and Results Act of 1993 and in how to develop systems to measure the achievement of the Department of Labor's goals and objectives. The Committee will consist of seven representatives of employers, seven representatives of labor, and [[Page 3573]] seven representatives of the public. The National Association of State and Territorial Apprenticeship Directors and the National Association of Governmental Labor officials will have representation on the public group of the Committee. The Secretary shall appoint one of the public members as Chairperson of the Advisory Committee. A representative of the U.S. Department of Education and a representative of the Department of Commerce will be invited to serve as non-voting ``ex-officio'' members of the Committee. The Assistant Secretary of Labor for Employment and Training shall be a member ex-officio. The Director of the Bureau of Apprenticeship and Training shall be the designated Federal official for the Advisory Committee. The Committee will function solely as an advisory body and in compliance with the provisions of the Federal Advisory Committee Act. Its charter is being filed at this time in accordance with approval by the General Services Administration Secretariat pursuant to 41 CFR 101- 6.1015a(a)(2).
