Programmatic Agreement and Request for Comments that the Surface 
Transportation Board's Section of Environmental Analysis published on 
October 8, 1999. As shown above, the correct docket number for this 
proceeding is Finance Docket No. 30186 (Sub-No. 3). All other 
information in the notice is correct.
