The Applicable Statute Unless otherwise indicated, all citations to the Tariff Act of 1930, as amended (``the Act'') are references to the provisions effective January 1, 1995, the effective date of the amendments made to the Act by the Uruguay Round Agreements Act. Background On February 23, 1999, the Department of Commerce (the Department) received a request from Hebei Animal By-Products Import and Export Corporation (HACO) to conduct an administrative review of the antidumping duty order on natural bristle paint brushes and brush heads from the People's Republic of China (PRC). On February 26, 1999, the Department received a request from petitioner, the Paint Applicator Division of the American Brush Manufacturers Association, to conduct an administrative review of Hunan Provincial Native Produce and Animal By- Products Import and Export Corporation. On March 19, 1999, the Department initiated an antidumping administrative review of these firms covering the period February 1, 1998 through January 31, 1999 (64 FR 14860, published March 29, 1999). Extension of Time Limit for Preliminary Results Under Section 751(a)(3)(A) of the Act, the Department may extend the deadline for completion of an administrative review if it determines that it is not practicable to complete the review within the statutory time limit. Due to the complexity of certain issues in this case, the Department has determined that it is not practicable to complete this review within the time limits mandated by section 751(a)(3)(A) of the Act. LaRussa, Extension of Time Limit for the Preliminary Results of the Antidumping Duty Administrative Review of Natural Bristle Paint Brushes and Brush Heads from the PRC, dated October 27, 1999, on file in Room B-099 of the main Commerce building. Therefore, the Department is extending the time limit for the preliminary results of this review to February 28, 2000.
