In accordance with the National Environmental Policy Act of 1969 and the Federal Energy Regulatory Commission's (Commission's) regulations, the Office of Hydropower Licensing has reviewed the application for the proposed Amendment of License for the Coosa River Project, located in Talladega County, Alabama, and has prepared a draft and, subsequently, a [[Page 25034]] final Environmental Assessment (EA) for the proposed action. In the final EA, the Commission's staff analyzed the potential environmental impacts of The Utilities Board of the City of Sylacauga, Alabama (Board) constructing and operating a raw water intake and pumping station on Lay Reservoir. The staff concluded that, given the mitigative measures proposed by the Board, approval of the action would not constitute a major federal action significantly affecting the quality of the human environment. The EA was written by staff in the Office of Hydropower Licensing, Federal Energy Regulatory Commission.
