ACTION: Notice of temporary deviation from regulations. ----------------------------------------------------------------------- SUMMARY: The Commander, First Coast Guard District issued a temporary deviation from the drawbridge operation regulations governing the operation of the Middletown Swing Bridge, mile 32.0, across the Connecticut River between Middletown and Portland, Connecticut. The deviation requires the bridge to open on signal only after a two hour advance notice from April 24 through June 21, 1999. The deviation is necessary to facilitate needed repairs to the bridge. SUPPLEMENTARY INFORMATION: The Middletown Swing Bridge, mile 32.0, across the Connecticut River has a vertical clearance of 25 feet at mean high water and 27 feet at mean low water in the closed position. The operating regulations for the bridge are in 33 CFR 117.205. The owner, the Connecticut Department of Transportation (CDOT), requested a temporary deviation from the operating regulations for the Middletown Swing Bridge in order to facilitate necessary structural repairs and painting of the bridge. The work is essential for public safety and continued operation of the bridge. The deviation requires the bridge, from April 24 through June 21, 1999, between 6 a.m. and 4:30 p.m., to open on signal only after a two hour advance notice is given by calling (508) 726-0456. Vessels that can pass under the bridge without an opening may do so at all times. [[Page 24945]] The Coast Guard reviewed CDOT's proposed maintenance plan and determined that the time period of the deviation is reasonable given the work that is scheduled to be performed on the bridge.
