ACTION: Request for applications; reopening of application period. ----------------------------------------------------------------------- SUMMARY: The Coast Guard reopens the application period for membership on the Navigation Safety Advisory Council (NAVSAC). NAVSAC advises the Coast Guard on the prevention of vessel collisions, rammings, and groundings; Inland Rules of the road; International Rules of the Road; navigation regulations and equipment; routing measures; marine information; diving safety; and aids to navigation systems. SUPPLEMENTARY INFORMATION: On January 5, 1999, we published a request in the Federal Register (64 FR 562) for applications for membership in the Navigation Safety Advisory Council (NAVSAC). The application period closed on February 28, 1999. We are reopening the application period until August 15, 1999. If you applied in response to the January 5 notice, you do not need to send another application form. NAVSAC is a Federal advisory council under 5 U.S.C. App. 2. It advises the Secretary of Transportation, via the Commandant of the Coast Guard, on the prevention of vessel collisions, rammings, and groundings; Inland Rules of the road; International Rules of the road; navigation regulations and equipment; routing measures; marine information; diving safety; and aids to navigation systems. NAVSAC meets at least twice a year at various locations in the continental United States. It may also meet for extraordinary purposes. Its committees and working groups may meet to consider specific problems as required. We will consider applications for eight positions that expired or become vacant on June 30, 1999. To be eligible, you should have expertise in the above mentioned subject areas. To assure balanced representation of subject matter expertise, members are chosen, insofar as practical, from the following groups: (1) Recognized experts and leaders in organizations having an active interest in the Rules of the Road [[Page 41181]] and vessel and port safety; (2) representatives of owners and operators of vessels, professional mariners, recreational boaters, and the recreational boating industry; (3) individuals with an interest in maritime law; and (4) Federal and State officials with responsibility for vessel and port safety. Each member serves for a term of 3 years. A few members may serve consecutive terms. All members serve without compensation from the Federal Government, although travel reimbursement and per diem may be provided. In support of the policy of the Department of Transportation on gender and ethnic diversity, we encourage qualified women and members of minority groups to apply. If you are selected, we may require you to complete a Confidential Financial Disclosure Report (OGE Form 450). We may not release the report or the information in it to the public, except under an order issued by a Federal court or as otherwise provided under the Privacy Act (5 U.S.C. 552a).
