Needs and Uses: Lobster and gillnet fishermen setting gear in right whale critical habitats and other areas where right whales are likely to occur will be required to mark their gear with specific color codes. The purpose of this requirement is to assist in determining where entanglements of endangered whales are occurring. Affected Public: Businesses or other for-profit organizations, individuals.
