In accordance with 19 CFR 351.214(d), we are initiating this administrative review. EFFECTIVE DATE: May 29, 1998. Applicable Statute and Regulations Unless otherwise indicated, all citations to the Tariff Act of 1930, as amended (the Act), are references to the provisions effective January 1, 1995, the effective date of the amendments made to the Act by the Uruguay Round Agreements Act. In addition, unless otherwise indicated, all citations to the Department of Commerce (the Department) regulations are to the provisions codified at 19 CFR Part 351 (62 FR 27295, May 19, 1997). SUPPLEMENTARY INFORMATION: Background The Department has received a timely request from Istanbul Celik ve Demir Izabe Sanayii A.S. (ICDAS), in accordance with 19 CFR 351.214(d), for a new shipper review of the antidumping duty order on certain steel concrete reinforcing bars (rebar) from Turkey, which has an April anniversary date. ICDAS (the respondent) has certified that it did not export rebar to the United States during the period of investigation (POI) and that it is not affiliated with any exporter or producer which did export rebar during the POI. In accordance with section 751(a)(2)(B) of the Act and 19 CFR 351.214(b), and based on information on the record, we are initiating the new shipper review as requested. Initiation of Review In accordance with section 751(a)(2)(B)(ii) of the Act and 19 CFR 351.214(d)(1), we are initiating a new shipper review of the antidumping duty order on rebar from Turkey. On May 18, 1998, ICDAS agreed to waive the time limits of 19 CFR 351.214(i), in order that the Department, pursuant to 19 CFR 351.214(j)(3), may conduct this review concurrent with the first annual administrative review of this order for the period 10/10/96-03/31/98, as requested pursuant to section 751(a) of the Act. See Antidumping Duties; Countervailing Duties; Final rule (62 FR 27295, 27396, May 19, 1997). Therefore, we intend to issue the preliminary results of this review not later than 245 days after the last day of the anniversary month. This action is in accordance with 19 CFR 351.214(e) and (j)(3). Interested parties that need access to the proprietary information in this new shipper review should submit applications for disclosure under administrative protective orders in accordance with 19 CFR 353.34(b).
