The permit holder is currently authorized to conduct population assessment, disease assessment, recovery actions, and pelagic ecology studies of Hawaiian monk seals (Monachus schauinslandi) at all locations within the Hawaiian Archipelago and at Johnston Atoll, through May 31, 2002. The permit holder is now requesting authorization to conduct sedation studies on up to 10 captive, unreleasable, female Hawaiian monk seals. The purpose of the proposed study is to determine the safety and efficacy of various drugs for sedating monk seals in the field. Biological specimens (i.e., blood (35 cc), swabs from natural orifices, and 6 mm blubber biopsy punches) will be collected from the animals during the sedation trials. In compliance with the National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.), an initial determination has been made that the activity proposed is categorically excluded from the requirement to prepare an environmental assessment or environmental impact statement. Concurrent with the publication of this notice in the Federal Register, NMFS is forwarding copies of this application to the Marine Mammal Commission and its Committee of Scientific Advisors.
