Detroit Edison Company; Notice of Withdrawal of Application for 
Amendment to Facility Operating License

    The U.S. Nuclear Regulatory Commission (the Commission) has granted 
the request of the Detroit Edison Company (the licensee) to withdraw 
its April 3, 1998, application for proposed amendment to Facility 
Operating License No. NPF-43 for the Fermi 2 facility, located in 
Monroe County, Michigan.
    The proposed amendment would have revised Technical Specification 
3.8.1.1 to change the emergency diesel generator allowed outage time 
from 3 to 7 days. This would have been a one-time amendment, effective 
from the date of issuance until September 30, 1998.
    The Commission had previously issued a Notice of Consideration of 
Issuance of Amendment published in the Federal Register on April 13, 
1998 (63 FR 18048). However, by letter dated August 7, 1998, the 
licensee withdrew the proposed change.
    For further details with respect to this action, see the 
application for amendment dated April 3, 1998, and the licensee's 
letter dated August 7, 1998, which withdrew the application for license 
amendment. The above documents are available for public inspection at 
the Commission's Public Document Room, the Gelman Building, 2120 L 
Street, NW., Washington, DC, and at the local public document room 
located at the Monroe County Library System, Ellis Reference and 
Information Center, 3700 South Custer Road, Monroe, Michigan 48161.
