ACTION: Notice of availability. ----------------------------------------------------------------------- SUMMARY: The proposed action evaluated by the DEIS is the disposal of the Stratford Army Engine Plant (SAEP), in accordance with the Defense Base Closure and Realignment Act of 1990, Public Law 101-510, as amended. The DEIS addresses the environmental impacts of the disposal and subsequent reuse of SAEP land and facilities. Alternatives examined in the DEIS include encumbered disposal of the property, unencumbered disposal of the property and no action. Encumbered disposal refers to transfer or conveyance of property having restrictions on subsequent use as a result of any Army-imposed or legal restraint. Under the no action alternative, the Army would not dispose of the property but would maintain it in caretaker status for an indefinite period. The Army's preferred alternative for disposal of the SAEP property is encumbered disposal which involves conveying the property with conditions imposed on asbestos-containing materials, easements, groundwater use prohibition, historical resources, lead-based paint, wetlands and remedial activities to protect human health regarding the transfer of land and facilities. The EIS also analyzes the potential environmental effects of reuse by means of evaluating intensity-based probable reuse scenarios. Appropriate to the SAEP are medium-low, low and medium intensity reuse scenarios reflecting the range of activities that could occur after disposal of the property. DATES: Comments and suggestions received within the 45 days of the publication of the Environmental Protection Agency's Notice of Availability for this action will be addressed in the Final EIS. SCOPING: The Army will hold a public meeting for this Draft EIS. The location and date of the meeting, to be scheduled in May 1998, will be announced in the local news media. Oral and written comments may be presented at the public meeting.
