SUMMARY: The Federal Communications Commission, as part of its continuing effort to reduce paperwork burden invites the general public and other Federal agencies to take this opportunity to comment on the following information collection(s), as required by the Paperwork Reduction Act of 1995, Public Law 104-13. An agency may not conduct or sponsor a collection of information unless it displays a currently valid control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the Paperwork Reduction Act (PRA) that does not display a valid control number. Comments are requested concerning (a) whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; (b) the accuracy of the Commission's burden estimate; (c) ways to enhance the quality, utility, and clarity of the information collected; and (d) ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology. Type of Review: Extension of a currently approved collection. Respondents: Business or other for-profit. Number of Respondents: 519. Estimated Time Per Response: .50--120 hours. Frequency of Response: Annual and on occasion reporting requirement, recordkeeping requirement, and third party disclosure requirement. Total Annual Burden: 158,971 hours. Total Annual Cost: $435,000. Needs and Uses: These collections of information are necessary to provide consumers ready access to information concerning the rates, terms, and conditions governing the provision of interstate, domestic, interexchange services offered by nondominant IXC's in a detariffed and increasingly competitive environment. These collections of information are consistent with OMB's ``strong recommendation'' earlier in this proceeding that the Commission consider mechanisms to make pricing information available to consumers, state regulators, and other interested parties. Needs and Uses: The Commission permits price cap LECs to introduce new services on a streamlined basis, without prior approval. The Commission modified the rules to eliminate the public interest showing required by section 69.4(g) and to eliminate the new services test (except in the case of loop-based new services) required under sections 69.4(f) and (g). The information is needed by the Commission to carry out its mandate. The Commission is submitting this information collection to OMB with no change and to extend the approval for three years. OMB Control No.: 3060-0760. Title: Access Charge Reform, CC Docket No. 96-262 (First Report and Order); Second Order on Reconsideration and Memorandum Opinion and Order, and Fifth Report and Order. Needs and Uses: The Commission provides detailed rules for implementing the market-based approach, pursuant to which price cap LECs would receive pricing flexibility in the provision of interstate access services as competition for those services develops. Commission rules grants immediate pricing flexibility to price cap LECs in the form of streamlined introduction of new services, geographic deaveraging of rates for services in the trunking basket, and removal of certain interstate interexchange services from price cap regulation, while providing for additional pricing flexibility upon certain showings. The information to be collected would be submitted to the Commission by incumbent LECs for use in determining whether the incumbent LECs should receive the regulatory relief proposed in the above reference rulemakings. The information collected under the Second Order on Reconsideration and Memorandum Opinion and Order would be submitted by the LECs to the interexchange carriers (IXCs) for use in developing the most cost-efficient rates and rate structures.
