Notice of a Commission Determination Not To Review an Initial 
Determination Allowing an Amendment to the Complaint

SUMMARY: Notice is hereby given that the U.S. International Trade 
Commission has determined not to review the presiding administrative 
law judge's (``ALJ's'') initial determination (``ID'') granting a 
motion to amend the complaint in the above-captioned investigation to 
add license agreements and licensees.

SUPPLEMENTARY INFORMATION: The Commission instituted this investigation 
on March 16, 2001, based on a complaint by Gemstar-TV Guide 
International, Inc. of Pasadena, California, and StarSight Telecast, 
Inc. of Fremont, California, alleging violations of section 337 of the 
Tariff Act of 1930 in the importation into the

United States, the sale for importation, and the sale within the United 
States after importation of certain set-top boxes and components 
thereof by reason of infringement of claims 18-24, 26-28, 31-33, 36, 
42-43, 48-51, 54, 57-61, and 66 of U.S. Letters Patent 5,253,066; 
claims 1, 3, 8, and 10 of U.S. Letters Patent 5,479,268; and claims 14-
17, 19, and 31-35 of U.S. Letters Patent 5,809,204.
    On August 7, 2001, complainants Gemstar-TV Guide International, 
Inc. and StarSight Telecast, Inc. moved to amend the complaint to add 
license agreements and licensees. No party opposed the motion to amend.
    On August 23, 2001, the presiding ALJ issued an ID (Order No. 24) 
granting the motion. No petitions for review of the ID were filed.
    This action is taken under the authority of section 337 of the 
Tariff Act of 1930, as amended, 19 U.S.C. 1337, and Commission rule 
210.42, 19 CFR 210.42.
