Drought Relief and Contingency Planning

The Reclamation States Emergency Drought Relief Act of 1991 authorizes Reclamation to undertake activities that will minimize, or can be expected to have an effect in minimizing losses and damages resulting from drought conditions. The two major components of the program relate to: (1) response activities taken during times of actual drought events for construction of temporary facilities, management and conservation measures that will or can be expected to minimize losses and damages resulting from drought events; and (2) provide assistance in the preparation of drought contingency plans for the prevention or mitigation of adverse effects from future drought events

Emergency drought measures can include activities such as water hauling, temporary construction, and assistance with well drilling.
