AGENCY: Federal Communications Commission.

ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition filed by Eisert 
Enterprises, Inc. proposing the substitution of Channel 261C3 for 
Channel 261A at Emmetsburg, Iowa, and modification of the license for 
Station KEMB accordingly. The coordinates for Channel 261C3 at 
Emmetsburg are 43-07-24 and 94-51-29. In accordance with Section 
1.420(g) of the Commission's Rules, we will not accept competing 
expressions of interest for the use of Channel 261C3 at Emmetsburg. To 
accommodate the allotment of Channel 261C3 at Emmetsburg we shall also 
propose the removal of vacant Channel 262A at Sibley, Iowa.

DATES: Comments must be filed on or before April 23, 2001, and reply 
comments on or before May 8, 2001.

    Provisions of the Regulatory Flexibility Act of l980 do not apply 
to this proceeding.

    2. Section 73.202(b), the Table of FM Allotments under Iowa, is 
amended by removing Channel 261A and adding Channel 261C3 at Emmetsburg 
and by removing Channel 262A at Sibley.
