| Introduction |
|
On June 19, 2008, the Land Conservation and Development Commission (LCDC) directed the department to initiate Phase 2 of the Urban Growth Boundary (UGB) administrative rulemaking project and appointed a work group.
The project is intended to clarify and streamline the UGB amendment process.
In 2004, LCDC initiated the first phase of this project and appointed a work group. After a series of meetings, the work group recommended and LCDC adopted amendments to Goal 14: Urbanization (2005) and a new set of administrative rules, OAR 660, Division 24 (2006).
When it adopted the new rules, LCDC directed the department to continue its work during the 2007-09 biennium.
The Commission’s direction for Phase 2 includes evaluating and refining a number of unresolved issues and potential safe harbors from Phase 1, plus additional topics recommended by the department, for LCDC consideration and possible adoption later in 2008.
