Federal Labor Relations Authority

The Federal Labor Relations Authority (FLRA) is an independent agency responsible for administering the labor-management relations program for federal employees worldwide, approximately 1.3 million of who are exclusively represented in more than 2,200 bargaining units. Its mission is to promote stable and constructive labor-management relations that contribute to an efficient and effective government.

FLRA Decisions from 1979 to the present are available via the FLRA website, Westlaw (FLB-FLRA) or Lexis (LABOR/FLRA or ADMIN/FLRA). The Wirtz Labor Library has in its print collection FLRA Decisions beginning with volume 1 (1979).

The FLRA Bulletin, under the "News & Publications" tab (located on the homepage), is available from 1996 to present. Information covered in the bulletin includes announcements, summaries of cases and case-handling advise from the General Counsel.

Under the "Court Opinions & Solicitor" tab, information from the Office of the Solicitor includes pending litigation, closed litigation and briefs.

FLRA Regulations and the Federal Service Labor-Management Relations Statute (FSLMRS) are available through the "Statutes, Regulations and Decisions" tab. Also, under the "Office of the General Counsel" tab, you can find FLRA Manuals such as the Unfair Labor Practice Case Handling Manual and the Litigation Manual. FLRA Forms are available in pdf format.
