Pre-application meeting for a land use permit

What is the purpose of a pre-application meeting?

Pre-application meetings are held between a prospective permit applicant and DDES staff before a permit application is filed.

The purpose of the meeting is to discuss project parameters and site conditions pertinent to review of a permit. The intent of the pre-application meeting is to prepare prospective applicants for the permit process and provide technical guidance to assist customers with the application and review process.

Will I need a pre-application meeting for a land use permit?

Mandatory pre-application meetings. For land use permits in unincorporated King County, pre-application meetings are required for large and/or complex projects with multiple review stations.

Pre-application meetings also are required for all Type II, III and IV Permits (these permits involve public notice and comment, and may be appealed to the Hearing Examiner or King County Council).

The largest and most complicated grading proposals such as surface mines (e.g., gravel pits), large highway expansions, and large pipeline expansions all will require a pre-application meeting, as will grading permits triggering SEPA review or some other Type II land use decision (appealable to the Hearing Examiner).

Finally, all proposed subdivisions (plats and short plats) begin with a pre-application meeting.

New CUP*, CAAE and RUE 3-step pre-application process begins in November. A 3-step pre-application process for the review of Conditional Use Permit (CUP*), Critical Area Alteration Exception (CAAE) and Reasonable Use Exception (RUE) applications will begin November 3, 2008. The three steps (Step 1 - Informational meeting, Step 2 - Pre-application/Feasibility meeting, Step 3 - Application review meeting) are designed to provide greater information to potential applicants on the process involved for these permit types and their associated costs. Short plat 3-step pre-application process. The 3-step pre-application process outlined above was initiated in 2007 for the review of short plat applications, and is being expanded this year for CUPs*, CAAEs and RUEs. See short plat pre-application process for more details.

Voluntary pre-application meetings. Land use feasibility meetings are also known as voluntary pre-application meetings. This type of meeting is held at the applicant’s request to assist in preparing an application. It may be very preliminary in nature and is not intended to fulfill the required pre-application meeting for permit submittal.

A land use feasibility meeting may also be requested by an applicant who desires a more thorough and in-depth review of a proposed project. An applicant may request DDES to waive the required mandatory pre-application meeting if a land use feasibility meeting has already been held.

How much will it cost?

DDES' standard hourly rate is charged per each DDES staff member present at the meeting (see CUP*, CAAE and RUE and short plat pre-applications for detailed information specific to those permit types). For permits requiring a Project Manager, a fee estimate for the pre-application phase can be provided to customers ahead of time by the Project Manager.

Voluntary pre-application meetings, which are smaller in scope, are billed at the department's current hourly rate per each DDES staff member required.

Pre-application meetings are usually scheduled within a 30-day time frame from the date of submittal.
