Card Application Information
Educated boaters are safer boaters and 5 times less likely to be involved in an accident or cause property damage. This is why we have the mandatory education law, passed by the Oregon Legislature in 1999.

How Do I Get My Boater Education Card?
There are several options available to you based on your individual needs. You will need to complete either an approved classroom or Internet course, or pass an equivalency exam. See FAQs for additional information.

How Do I Apply For My Card?
First, take an approved basic boating course (classroom, internet or equivalency exam). Then, download this application for your permanent boater education card.
 
If you have trouble opening the file, click here. The application is in PDF format - you must open it and print it, then follow instructions on the form. Follow the instructions on the form. For best printing results, select your default setting for 100 percent in color, on clean, white paper. Use a medium-point pen for the application squares. Ensure all information fields are complete. Incomplete applications are returned to the boater.
 
Send the Marine Board your completed application (mailing address is in the upper left-hand corner of the application form), a copy of your completion certificate, and a check/money order for the one-time $10 fee. The Boater Education Card is good for life, you should receive your card in two to three weeks. Your completion certificate also acts as a temporary permit for your boater education card, good for 60 days from the date of issue.

Replacement Cards
If there is an error with the information on your Boater Eucation Card, the Marine Board will determine the cause. For any card errors, please call (503) 378-5163 as soon as possible.
1. If the card was ordered electronically online, through one of
the approved course providers, the boater will be responsible
for paying a $8 card replacement fee for information input
errors.

2. If there is an error with your application as it was scanned into
our system, the Marine Board will replace your card, free of
charge
. We ask that you send the faulty card back to us for
quality assurance purposes.

Application Form Won't Open
The application form fails to open for a small percentage of users. If this occurs, try this:
  • Check your Adobe Acrobat Reader and ensure that it is at least Version 3.0 or later. If not, you will need to visit here and download a current version (free)
  • If all else fails, please e-mail your request, including your postal address in the comment box, and we'll mail you an application form.

Lost or damaged Boater Education Card
Our rules limit each boater to one card each. If your boater education card is lost or damaged, please call (503) 378-5163 for instruction, or click here to email information to the Marine Board.
 
Faulty cards will be replaced at no charge (you must return your old card with correct mailing address -also write down your name and date of birth if card is illegible). Lost or otherwise damaged cards will be replaced for a $8 fee. When you call, we will confirm that you have a card and send you a duplicate card request form.
