To Whom It May Concern:

I am writing to support, in the strongest terms, the new rules on the
disclosure of proxy voting policies by mutual funds.  Corporations decisions
should be under the control of their owners, and their owners are ever
increasingly screened from the business practices they support by
instutitions such as mutual funds.  It is elementary economic theory that
healthy markets are transparent, and the new rules will promote such
transparency.
