  TEMPORARY PUBLIC SAFETY SALES TAX
 

On May 13, 2008, the citizens of Norman approved a one-half percent (½%), seven-year public safety sales tax to be used for staffing of additional police and fire personnel and for acquiring, constructing and equipping two new fire stations.

The one-half percent (½%), seven-year public safety sales rate becomes effective on Wednesday, October 1, 2008. Notices to implement the tax have been sent to all Norman merchants by the Oklahoma Tax Commission. The City will receive its first payment of the tax from the Tax Commission with the December 2008 remittance.

ODOT UpdateODOT Officials Ban Lindsey Closure Option in Norman after Public Meeting Input

With public input indicating the citizens of Norman want to keep access in place at Lindsey Street and I-35 in Norman, the Oklahoma Department of Transportation today announced it has taken off the table a proposal that would have eliminated the ramps at Lindsey Street. The Oklahoma Department of Transportation (ODOT) conducted a public meeting on September 18th, 2008 in Norman to review information regarding an environmental assessment for a new project along I-35, from north of the I-35/SH 9W interchange ramps (located south of the Canadian River Bridge), north to approximately ½ mile north of Main Street in Norman. The proposed improvements include expanding I-35 to a 6-lane facility from north of the Canadian River Bridge to approximately ½ mile north of Main Street in Norman, as well as reconstruction of the interchanges at SH 9E, Lindsey Street, and Main Street. This project is referred to as “I-35 South”. The City encourages interested Norman citizens to submit public comments and questions to ODOT regarding this project. These comments will be reviewed, evaluated and considered in ODOT’s final selection of preferred I-35 improvements. The deadline to submit comments is October 2, 2008.   Porter Avenue Corridor Study
 

A group of property owners and stakeholders are out to breathe new life into a one-mile section of Porter Avenue both north and south of Main Street. The planning effort is led by the City of Norman and its consulting team of Ochsner Hare & Hare, of Kansas City, MO. They are creating a plan for the area based on ideas generated by an extensive citizen involvement program that will ultimately begin to shape a vision for Porter’s future direction. Thursday and Friday October 2-3, 2008, the public is urged to participate in an Open Design Studio focusing on the Porter Corridor. The studio is a community imagining, designing and planning open house. Public hours are come-and-go between 8:30 AM to 1:00 PM and from 5:30-6:30 PM both days. The studio will be held at St. Joseph’s Catholic Church, 421 E. Acres, in the Metter Room.

  THREE UNRELATED PERSONS ORDINANCE
 

Over the past couple of years, complaints about over-occupancy in single family dwellings have risen steadily. As you may know, the City of Norman zoning ordinances limit single family dwellings to residents that are family members, either by blood, marriage or adoption, or not more than three unrelated persons living together and sharing the common areas like the kitchen and living areas. This includes apartments, condominiums, and town homes. This restriction has been part of the zoning ordinance since 1954 and over the years, the City has explored various avenues of enforcement to protect City residents from the issues that arise when multiple unrelated persons live in single family homes. Complaints generally revolve around traffic, noise, and parking.

  FALL CLEAN UP SCHEDULE ANNOUNCED
 

Fall Clean Up ScheduleEvery year the City of Norman has a Spring and Fall clean-up.  The residential customers can clean up their yard and/or garages.  This Fall schedule will begin September 27th.

  4th Annual Tree Photo Contest
 

Trees by the waterIn an effort to promote awareness of the beauty and value of trees in our community, more than $1,500 in cash prizes will be awarded to Oklahoma photographers who join in the 4th Annual Tree Photo Contest. Photographs of Oklahoma trees will be on display November 25th – December 5th in Norman Arvest Bank lobby, also the site for the artist reception during the Downtown Art Walk on December 5th.   City Council Adoption of Historic Preservation Guidelines
 

On Tuesday, August 12, the City Council amended and adopted new Historic Preservation Guidelines as recommended by the Historic District Commission. The Council amendments include: a more precise definition of the window term “muntins,” and an additional phrase added to the section on the size of additions, specifying that additions may be up to 50% of the existing structure’s footprint (defined as the structure in place at the time the guidelines are adopted) or 750 square feet, whichever is larger.

The new guidelines are effective immediately. Consequently, the Administrative Delay that has been in place since February has expired.

  REAPPORTIONMENT COMMISSION
 

The Reapportionment Commission adopted Resolution RCR-0809-1 during their regular meeting on September 3, 2008. Once the resolution is passed, it is referred to the City Council as required by Article XX, Section 5 of the City Charter. The council must then hold a public hearing on the resolution within 30 days and adopt the resolution as an ordinance. The Charter grants the Council final authority to modify the resolution as necessary. In order to adhere with the requirement of the City Charter for the Council to hold a public hearing on the plan within 30 days of its referral, the ordinance is being forwarded to council as an emergency ordinance.   FRONTAGE ROAD STUDY
 
The City Council conducted a study session on Tuesday, June 12, 2007, to discuss the concept of One-Way Frontage Roads along Interstate Highway I-35 from Main Street to Tecumseh Road. This subject was prompted by recent discussions involving (1) transportation improvements for the University North Park development, (2) upcoming improvements to I-35 and associated Norman interchanges by the Oklahoma Department of Transportation (ODOT) and (3) general traffic congestion and safety concerns at Robinson and I-35 as well as other interchanges. At the conclusion of the study session, the City Council directed staff to prepare a resolution for ODOT supporting the one-way frontage road concept.

The City of Norman's Curbside Recycling program is currently underway.  Residents are reminded that they can crush cans and milk cartons to conserve space within the recycling container.   Also, when loading your container, remember to place the heaviest objects on the top of your recycling materials to help contain the items.  If you would like to request a lid or exchange your bin for one with wheels, please call the Sanitation Department at 329-1023. The Sanitation Department is maintaining a list of customers requesting lids and they will be distributed as soon as they are received. The Sanitation Department is also maintaining a list of customers requesting a wheel kit. The Sanitation Department personnel will assemble the wheel kits on containers and then exchange the wheeled containers with customers requesting them.   ROBINSON RAILROAD UNDERPASS PROJECT
 

The Environmental Assessment (EA) examines the anticipated social, economic and environmental effects of the proposed project. The draft form of the EA has been approved by the Oklahoma Department of Transportation and the Federal Highway Administration. In order to finalize the EA, the document needs to be publicly displayed and comments taken until March 21, 2008. To view the Environmental Assessment click here.

A public meeting presenting the Environmental Assessment was held at  6:30 p.m. to 8:30 p.m., Thursday, March 6, 2008, at the Concord Missionary Baptist Church located at 1500 Stubbeman Avenue, Norman, Oklahoma.

  STORM WATER MASTER PLAN
 

The City of Norman looks forward to completing a comprehensive, in-depth study which will serve as a basis for a Storm Water Master Plan to be developed in 2008. This plan will provide key information to assist in understanding and preparing for key issues such as flooding, water quality, and many more. Citizen input is a crucial part of this process too.
