Annual Performance Measures
Welcome to the DAS Operations Division. We provide administrative and operational support to ten DAS Divisions, the Office of the Governor, some boards and commissions, and select client agencies. We also provide all personnel services for DAS employees.

Programs |
|
Accounting Services provides internal support for DAS divisions, including:
- Setting up accounting structures
- Giving financial information to managers
- Preparing statewide financial reports
- Preparing cost allocation financial statements
- Fixed Assets accounting
- Accounting for certificates of participation
- Providing financial support for DAS divisions
- Reconciling Treasury statements
Administration Services oversees the operations of the Payroll, Accounting, Application, Contract, Employee and Financial Services sections as well as the Technology Support Center, and coordinates and maintains department-wide programs including:
- Administrative Rule management and development
- Policies and procedures
- Record management
- Performance measurement
- Purchasing practices
Contract Services supervises purchasing and contracts for DAS, client agencies and the Governor’s Office, overseeing the entire process to ensure everyone involved follows the rules and understands their role and expectations. The unit creates contracts and sets up rules and policies for the following:
- Requests for Proposals
- Selecting contractors
- Personal and professional service contracts
- Trade service contracts
- Government and interagency agreements
- Lease agreements
Employee Services provides all personnel services for DAS employees and supports the role of DAS managers, including:
- Employment and background verification
- Personnel action processing
- Recruitment, classification and compensation
- Fair Labor Standards Act (FLSA) assistance
- Family Medical Leave Act (FMLA) assistance
- Oregon Family Leave Act (OFLA) assistance
- Interpretation of DAS personnel policies and contracts
- Employee discipline
- Affirmative Action monitoring and control
- Performance appraisal management
- Conveyance of service awards
- Maintenance of personnel files
- Provision of safety and training programs
Enterprise Application Services assists with business and information systems applications and performs a variety of functions including:
- Programming
- Systems analysis
- Project management
- Database administration
Financial Services is responsible for overseeing the finances and budget of DAS, including:
- Coordinating rate development
- Calculating rates, fees and assessments
- Performing financial analysis
- Developing a price list of goods and services
- Monitoring budget execution
- Providing financial consulting to divisions
- Preparing Emergency Board requests
- Preparing the agency's biennial budget
Payroll Services provides payroll and benefit services for DAS, the Governor’s Office, and select client agencies, boards and commissions, including:
- Maintaining and improving payroll operations
- Ensuring compliance with laws, rules, contracts, policies and procedures
- Monitoring contributions to PERSand ensuring reporting accuracy on behalf of state employees
Technology Support Center is a group of helpdesk analysts and field technicians that proactively identifies and solves problems in a teamwork environment. TSC takes personal ownership of help desk tickets, following through to the customer’s satisfaction. TSC offers support to DAS, the Governor's Office and client agencies in the following areas:
- Network and desktop services
- Application support
- Video conferencing
- Audio conferencing
- Digital Subscriber Line (DSL) support
- Enterprise e-mail support and administration
- Client and server integrated communications services support
- Remote and mobile computing services and support
