Who We Are
The
President’s Management Agenda (PMA) is an aggressive
strategy for improving the management of the federal
government. It consists of five key components,
one of which is “Expanding E-Government”.
The focus of E-Government is primarily on eliminating
billions of dollars of wasteful, federal spending,
reducing government’s paperwork burden on citizens
and business, and improving government response
time to citizens. As with other components of the
PMA, the E-Government initiative adheres to three
key principles; namely, results-oriented, citizen
centric, and market based.
What We Do
The
Initiative Coordination Service (ICS) is responsible
for providing Department-wide oversight and guidance
for VA’s implementation of the PMA initiative for
expanding electronic government. These responsibilities
include:
- Establishing policies which set the framework for VA’s implementation of electronic government.
- Providing recommendations to the CIO regarding the implementation and deployment of all Department-wide electronic government strategies and methods.
- Developing Department-wide electronic government matrixes and performance measures, and monitoring and reporting on these measures.
- Participating in planning, programming, and development of any recommended technology that support PMA initiatives.
- Coordinating the PMA Scorecard with VA Stakeholders, Managing Partner Agencies (e.g., GSA, OPM, DOL), and OMB Officials.
- Coordinating and preparing reports for the Department’s Information Collection Budget.
- Serving
as the Department's central coordination point
with OMB and the Office of federal Register for
clearance of public use forms and reports. Reviewing
and clearing all public use forms and reports
which fall under the scope of Title 5, CFR, Part
1320 (Paperwork Reduction Act of 1980). Preparing,
monitoring, and managing the VA's Information
Collection Budget, and coordinating responses
to requests for information from OMB concerning
clearance of public use forms and reports.
