One thing we run into here in the Head Start program is that some of our 
moms want to become certified child-care providers, which seems eminently 
reasonable. But the welfare department doesn't accept that as viable 
employment, and if a mom goes that route, she gets her assistance reduced 
as she is not "cooperating" with the welfare jobs program.

We would love to help moms become certified providers, both because it 
would help them become more self-sufficient and also because (selfishly) 
we'd have a pool of qualified providers to draw on for some of our 
parent-oriented events. We do give parents information of where and how to 
become certified, but also have to be aware of welfare consequences.
