You are right -- and so am I.  My agency is forward funded, which means that
our funding is available July 1st of each year and is available for the
period from July through September.  So, when I think about fiscal year, I
think about as beginning in July 1st each year.  If a federal agency is not
forward funded, then the fiscal year begins October 1st of each year.

Regardless, I would hope that we don't get caught up in this discussion
about when a fiscal year begins and ends at the expense of discussing the
proposed cuts to Even Start.  That should be the real focus of discussion.
