Department of Energy Management Awards

The Department of Energy (DOE) awards ceremony was established in 1979 by DOE's In-House Energy Management Program, which is currently a part of the Federal Energy Management Program (FEMP) under the Assistant Secretary for Energy Efficiency and Renewable Energy. From 1979-2005, the program recognized its staff for their outstanding contributions toward energy and dollar savings at DOE facilities and field organizations. Each award winner received a suitably engraved plaque and a congratulatory letter from the Secretary of Energy.

In 2008 FEMP is reinstating the Departmental Energy Management Awards to recognize exemplary DOE programs, facilities, and individuals who promote the goals of the Secretary's Transformational Energy Action Management (TEAM) Initiative and show superior leadership in effective, efficient energy management. 2008 Awards

To streamline the nomination process for DOE programs, in 2008 FEMP will choose recipients of the Departmental TEAM Awards based on data collected from ongoing TEAM Initiative progress assessments conduct by FEMP. No separate nominations are required.

Awards will be given in one or more of the following categories:

  • ESPC Champion Award—Potential Energy and Water Savings Captured by a DOE Site. This category recognizes those DOE Sites which have made best use of energy savings potential in an ESPC to implement a variety of energy conservation measures (ECMs). DOE sites are eligible for this award if they have demonstrated a commitment to wide-ranging energy and water improvements at their site in partnership with an energy service company (ESCO). Among the factors considered for this award will be: number of ECMs proposed or awarded at a site; project investment value of awarded task orders; application of demonstration or innovative technologies that achieve energy and/or water savings; progress toward TEAM Initiative goals resulting from an ESPC project.

  • Streamlining Award—Most Efficient Execution of an ESPC. This category recognizes DOE programs, facilities, individuals that have shown the leadership necessary to quickly and efficiently move to an ESPC award. The Secretary has requested that DOE demonstrate superior energy management through the accelerated application of alternative financing, removing barriers and creating replicable models that can be used throughout the Federal Government. The primary criterion in the evaluation for this award will be the speed with which a program or facility executes its ESPC project from kick-off to award, factoring in the size and scope of the project and any barriers which had to be overcome for implementation.

  • Program Effectiveness Award—Best Overall TEAM Initiative Effort by a PSO. This category exclusively recognizes DOE Program Secretarial Offices (PSOs) that have shown leadership, creativity, and a commitment to effective energy management in the execution of the TEAM Initiative. This category will be broadly evaluated to include any factors judged to have demonstrated superior overall performance in the achievement of the Secretary's goals.

  • TEAM Leadership Award. This category recognizes individuals who have consistently championed the TEAM Initiative effort through communications and outreach. This category will be broadly evaluated to include any person who is deemed to have made a significant impact across DOE and, through their leadership, has provided motivation and inspiration to the achievement of TEAM Initiative goals across the Department.

  • Comprehensive Project Award. This category recognizes a DOE site or combination of sites that have successfully used alternative financing mechanisms that achieve the broadest range of Executive Order 13423 and TEAM Initiative goals. Nominees will be evaluated based on the number of goals that are achieved, in part or in whole, in a single ESPC or UESC bundled contract. To be eligible for this award, nominees will need to have completed a Detailed Energy Study that has been concurred on by the DOE Review Board.

  • Renewable Energy Award. This category exclusively recognizes a DOE site for achievement in developing on-site renewable energy applications that meet Executive Order 13423 and the TEAM Initiative goals. To be eligible, a site must have either started or completed construction, or have signed binding contracts and secured funding or financing that guarantees the implementation of the project. Factors to be evaluated for this award include, but are not exclusive to: size of the renewable project, including total Kwh produced; use of renewable energy in load or demand management; innovative use of financing or purchasing agreements to fund the renewable project; achievement of EPAct or Executive Order goals; amount or percentage of fossil-fuel energy consumption offset by the renewable project.

  • Special Achievement Award for Technology Demonstration. This special achievement award recognizes TEAM awarded projects that exemplify outstanding leadership in the demonstration of new or emerging technologies. To be eligible, a project must already have either a contract that has already been awarded or is in construction. Factors to be evaluated for this category include but are not limited to: type of technology and its maturity level, degree of visibility to the public, speed of getting the project to contract award and construction, and size of installation relative to site.

  • Special Achievement Award for Energy Security. This award is to recognize special achievements regarding the increase in energy security via the reduction of petroleum fuel use. Projects that qualify for this award have significant amounts of petroleum reduction, whether from reductions in fleet or facility petroleum use, have an awarded contract, and preferably make use of private party financing.

Event Information

The Departmental Energy Management Awards will be held on October 22, 2008 at the Marriott Wardman Park Hotel in Washington, DC. Following the ceremony, winners and their guests are invited to attend the Federal Energy and Water Management Awards luncheon. An evening reception with winners of the Presidential, Federal Energy and Water Management Awards, and the DOE Awards will be held on October 21, 2008 at the Marriott Wardman Park Hotel in Washington, DC. Attendance to all events is by invitation only.
