2007 - 2011 PA Developmental Disabilities State Plan

Vision Statement

We envision a Commonwealth comprised of inclusive communities where all people with disabilities are valued and thrive.

Mission Statement

The Council engages in advocacy, systems change and capacity building for people with disabilities and their families in order to:

  • Support people with disabilities in taking control
    of their own lives
  • Ensure access to goods, services and supports
  • Build inclusive communities
  • Pursue a cross disability agenda
  • Change negative societal attitudes toward people with disabilities

The following Plan Announcement outlines the objectives which grew out of this intensive planning process.  In it you will find the Objective Statements, along with planned allocations and proposed numbers of projects in each area.  A Request for Proposals book for these Objectives will be issued in September 2006 which will cover a number of the objectives outlined.  This book will provide prospective bidders with complete information on how to apply for Council funding, detailed explanations of each of the objectives and activities required and any special requirements for bidders to consider.  Copies will be available in print, alternate formats and on line at www.paddc.org.  A second Request for Proposals book will be issued in Spring of 2008 covering the remaining objectives for this plan.

Request For Proposals to be issued in September 2006

Abuse Identification and Reporting

To develop a curriculum to help people with disabilities prevent, identify, report and manage physical, psychological, verbal/emotional and sexual abuse.  To pilot the curriculum, and to distribute it to groups who will use it on an ongoing basis.  Planned Allocation:  One Project @ $50,000 per year for 5 years.

Building Inclusive Recreational Opportunities

To build relationships, friendships and team spirit through inclusive leisure time activities.  Planned Allocation:  Three Projects @ $25,000 each per year for three years. 

Council Archives

To identify, collect, catalog and make available a bibliography and acquisition information for Council and Grantee publications/products over the past 15 years.  Planned Allocation:  One Project @ $40,000 for Eighteen Months.

Cultural Competence Standards

To implement standards of cultural competence within all projects funded by the Pennsylvania Developmental Disabilities Council.  Planned Allocation:  One Project @ $75,000 per year for five years.

Accessible Dental Services

To identify barriers to accessing quality dental care for people with developmental disabilities and promote promising strategies for systemic change ensuring access to affordable, equitable services.  Planned Allocation: One project @ $60,000 per year for 3 years.

Educational Rights

To provide information, training and mentoring to families of children with developmental disabilities regarding educational rights. Planned Allocation:  Year One: $40,000 - Years Two and Three:  $75,000 for each year.

Employment in Trades Professions

To advocate for the creation, promotion and maintenance of living wage employment in industrial occupations for individuals with developmental disabilities. Planned Allocation:  One Project @ $50,000 per year three years

Entrepreneurship

To develop a statewide network that creates, promotes and maintains opportunities for entrepreneurship for individuals with developmental disabilities.  Planned Allocation:  One Project @ $60,000 per year five years


First Responders Disability Awareness

To establish a training/education program on disability awareness for first responders to utilize during a potential crisis intervention situation.  Planned Allocation:  One project @ $96,000 per year for 4 years.

Grassroots Advocacy Grants Program

To support the ability of people with developmental disabilities and their families to plan and advocate at the grassroots level.  Planned Allocation:  Approximately 10 Grassroots advocacy grants each year for a maximum amount of $10,000 each.

Grassroots Disability Group Support and Coordination

To fund a statewide grassroots advocacy training and technical assistance project that will provide  information dissemination, coalition building, networking coordination, training,  technical assistance, and consultation  to people with disabilities,  parents, caregivers, and allies of people with developmental disabilities of all ages so  that they may increase their capacity  to create  positive change within their communities and across Pennsylvania.  Planned Allocation:  One Project at $200,000 per year for five years. 

Leadership Training

To equip individuals with developmental disabilities to advocate for themselves, their communities and the issues that affect them.  Planned Allocation:  One project @ $95,000 per year for five years.
 

Minority Community Grants

To create, promote, and enhance the opportunities for organizations led by or serving minority communities to grow and thrive.  Planned Allocation:  Approximately five grants per year will be awarded up to a maximum of $10,000 for a term of up to eighteen (18) months.  

Promoting Inclusion in High Schools

To promote the integration of high school students with developmental disabilities in high school recreation programs and activities. Planned Allocation: One Project @ $60,000 per year for three years.

Recruitment and Retention

Develop and present, on behalf of the Council, one or more cross disabilities, cross systems conferences or colloquia identifying best practice in the recruitment and retention of direct support professionals.  Planned Allocation: One Project @ $58,000 for one year.

Self Advocacy Support

To support individuals with developmental disabilities as they advocate for themselves, their communities and the issues that affect them.  Planned Allocation: One project @ $75,000 per year for five years. 

Transition: Community of Choice

To increase and support awareness of housing transition options and supports to enhance quality life choices for youth with disabilities. Planned Allocation:  One project @ $75,000 per year for five years.

Transition:  School to Adult Life

To develop a replicable approach to transition to adult life and educate stakeholders on the need for systemic change in support of improving the transition from school to adult life outcomes.  Planned Allocation:  Two projects @ $100,000 each per year for 5 years.

Transportation to and from Work

To conduct research to identify the barriers lack of transportation poses to individuals with developmental disabilities obtaining and maintaining living-wage employment. Planned Allocation:  One Project @ $65,000 per year for three years.

Access to Individual Supports within the Home

To expand and improve the range of supports available to people with disabilities from personal assistants and other direct care professionals.  Planned Allocation: One Project @ $50,000 per year for three years.

Advocacy for Accessible Housing

To advocate for affordable, accessible housing in the public and private sectors, rented or purchased.  Planned Allocation: One Project @ $75,000 per year for three years.

Communication/ Publications

To assist the Council in sharing information regarding its works, the work of its grantees and current issues of importance to the disability community in Pennsylvania.  Planned Allocation: One Project @ $110,000 per year for three years.

Community Accessibility

To utilize community building strategies to make communities more physically accessible, alternative formats, educating authorities to use alternate accessible places for community meetings, town hall meetings, etc.  Planned Allocation: One Project @ $80,000 per year for three years.

Disability Ombudsman in the Criminal Justice System

To increase awareness in the criminal justice system that provides knowledge and understanding of available options for incarcerated people with disabilities and promote the elimination of segregated units which foster an unfair level of confinement. Planned Allocation: One Project @ $75,000 per year for three years.

Faith Community Inclusion

To focus on seminaries, rabbinical schools, and other places where church leadership receive their training and education to explore the image and ideas of where all people, particularly those with disabilities,  fit into their doctrine, teachings and ministries.    Planned Allocation: One Project @ $90,000 per year for three years.

Health Law Awareness

To promote access to a full range of medical services and supports options through the education of Pennsylvanians with developmental disabilities and monitoring statewide and national managed health care reform initiatives.  Planned Allocation:  One Project @ $75,000 per year for three years.

Incentives for Community Employment

To conduct research on and advocate for the creation, promotion and maintenance of living wage employment in non-segregated settings for workers with developmental disabilities.  Planned Allocation:  One Project @ $75,000 per year for three years.

Inclusive Child Care 

To establish a range of inclusive, flexible child care options for children with developmental disabilities and their families that foster and promote inclusive practices in community child care services.  Planned Allocation:  One Project @ $75,000 per year for three years.

Individualized Access to Service/Support Systems for People with Multiple Developmental Disability Needs

To provide training and education with regard to the mental health needs of people with developmental disabilities accessing the mental health and mental retardation systems.  Planned Allocation:  One Project @ $50,000 per year for three years.

Legal Advocacy

To support the pursuit of formal protections for people of all ages with developmental disabilities in Pennsylvania through legislative, administrative and judicial means. Planned Allocation:  One Project @ $140,000 per year for three years.

Measuring Outcomes for Children

To determine what are the valued outcomes that families desire for their young children with developmental disabilities and document the factors that contribute to achieving these outcomes.  Planned Allocation:  One Project @ $50,000 per year for three years.

Meeting Coordination

To support and fund a variety of meetings among its members, people with developmental disabilities and other Pennsylvanians for the purpose of enhancing the independence, productivity, integration and inclusion of people with disabilities in all aspects of community life.  Planned Allocation:  One Project @ $80,000 per year for three years.

Personal Support Services for Workers with Disabilities

To conduct research on alternative funding mechanisms and opportunities for advocacy in order to provide attendant supports for workers with developmental disabilities.  Planned Allocation:  One Project @ $60,000 per year for three years.

Policy Information Exchange

To educate the Council, the general public and Pennsylvanians with disabilities and their families regarding public policy issues and to increase the exchange of information between the Council and federal, state and local officials. Planned Allocation:  One Project @ $75,000 per year for three years.

Self Directed Support Corporations

To support the expansion of the self directed support corporation model of service delivery throughout the Commonwealth.  Planned Allocation:  One Project @ $30,000 per year for two years.

Voting

To support a cross disability voter coalition addressing barriers electoral participation by people with disabilities.  Planned Allocation:  One project @ $25,000 for five years.
