CAED Information

The mission of the Compliance Assurance and Enforcement Division (CAED) is to promote environmental compliance with Federal environmental regulations in partnership with our States and Tribes.

The vision is to make environmental compliance commonplace and to establish a culture that promotes going beyond compliance through collaboration, innovation, and partnership.

We value teamwork, open communication, professionalism, integrity, creativity and fairness.

The Region 6, states (Arkansas, Louisiana, New Mexico, Oklahoma, Texas) and 65 Tribal areas cover half a million square miles with 3,000 major air sources, 20,000 minor air sources, 850 major NPDES facilities, 4,000 minor NPDES facilities, 6,500 offshore production facilities, 7,500 injection wells, 1,500 facilities generating approximately 25 millions tons of hazardous waste and 120,000 miles of pipeline. Most of the Region's enforcement programs are located in CAED.

Directed by John Blevins, CAED is responsible for single and multimedia inspections, investigations, and where appropriate, enforcement actions for:

Clean Air
Clean Water
Drinking Water
Hazardous Waste
Public Water Supply and Toxic Substances (TSCA).

This division also serves as the Region's focal point for:

Compliance Assistance
Pollution Prevention (P2)
National Environmental Policy Act (NEPA) review
RAIMI and GISST - tools that aid in viewing impacts on the environment

Superfund Division, Director, Sam Coleman, implements and enforces the federal Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the Superfund Amendments and Reauthorization Act (SARA), Brownfields and the Oil Pollution Act (OPA) enforcement.

Multimedia Planning and Permitting Division, Director, Carl Edlund, is responsible for permitting facilities under the federal Clean Air Act (CAA), Resource Conservation and Recovery Act (RCRA) Information and the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) pesticides program. The division also has enforcement responsibilities for the Underground Storage Tank/Leaking Underground Storage Tank (UST/LUST) program.

Water Quality Protection Division, Director, Miguel I. Flores, is responsible for regional water programs including wetlands protection enforcement; water quality planning, evaluation and management; water quality monitoring and data assessment; public water supply; groundwater protection; state revolving funds/construction grants; and National Pollutant Discharge Elimination System (NPDES) permit issuance.

Office of Regional Counsel, Regional Counsel, Suzanne Murray, is responsible for advising on the legal sufficiency of permits, program delegation to the States, grants, Freedom of Information Act, general law, personnel and ethics issues, as well as providing official legal interpretation of Agency regulations. The Deputy Regional Counsel for Enforcement, is responsible for the legal aspects of federal enforcement actions and collaborates with the CAED Director.

Office of Environmental Justice and Tribal Affairs Director works closely with Indian tribal nations and Environmental Justice communities to facilitate culturally sensitive communication and find non-paternalistic solutions to their environmental challenges.

Office of External Affairs, Director, David Gray, is responsible for maintaining effective relationships with federal, state, and local elected and appointed officials; community groups; and media. The office also serves as the Regional Administrator's focal point for Environmental Education and directs the public to appropriate sources of information through the Public Information Center.
