EPA BROWNFIELDS PROGRAM
EPA's Brownfields Program empowers states, communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. EPA funds eligible applicants through assistance agreements to provide training, research, and technical assistance to facilitate brownfields revitalization.
ORGANIZATION DESCRIPTION
The Center for Public Environmental Oversight (CPEO) is a project of the nonprofit Pacific Studies Center. CPEO facilitates public participation in the oversight of environmental activities at contaminated sites, including brownfields. It educates public stakeholders on the process and technologies for cleanup and environmental protection. CPEO’s brownfields assistance projects provide technical assistance and training to environmental justice and other communities where brownfields activities are planned or underway. Lessons learned are communicated to the full range of brownfields stakeholders. This work is based upon the premise that communities where brownfields are located can play a constructive role in brownfields revitalization if they organize. CPEO conducts site visits, convenes workshops and forums, publishes articles, and maintains a web-based technology tree.

Project Description:
CPEO will create a new program that will emphasize community-to-community sharing of experience in four overlapping subject areas: 1) siting of schools and other youth facilities on previously contaminated properties; 2) long-term management of vapor intrusion; 3) sustainable development of brownfields; and 4) negotiation of community benefits agreements for brownfields redevelopment projects. These four subject areas have been identified by communities as priority areas during previous CPEO activities. CPEO will work directly with communities affected by brownfields, and with state and local governments, professional associations, and others to develop a stakeholders' guide to energy efficiency in brownfields redevelopment. CPEO’s focus on community empowerment will emphasize work in de-industrialized communities and communities with a large proportion of minority or low-income residents. CPEO will sponsor peer-to-peer site visits, prepare reports of community successes, and disseminate educational materials.
