The Department´s Long-Range Construction Plan is based upon the prison population portion of the forecast issued by the Department of Administrative Services each April and October. That plan was significantly altered during the Fall of 2002 due to the economic circumstances of the state at that time. Construction projects which had been approved, including the Warner Creek Correctional Facility (WCCF) in Lakeview, expansion of the Shutter Creek Correctional Institution (SCCI), and Madras minimum facility were put on hold. Ultimately the Governor and Legislature did approve moving ahead with the Warner Creek Facility, which opened in September 2005.
The April 2004 forecast again predicted faster growth during the ten-year forecast window than previous forecasts. The resulting update to our plan reflected the need to resume building new institutions to safely house the projected additional inmates. The Department approached the Emergency Board and received authority to move ahead with the Shutter Creek 100 bed expansion, which will now open during December 2005. The plan also calls for additional women´s beds at the Coffee Creek Correctional Facility (CCCF), and advancement of the scheduled projects and in Madras and Junction City.
