| Outside Work Crew |

In November 1994 voters, approved a measure requiring that inmates work or be in on-the-job training programs 40-hours each week. The mandates of this constitutional amendment, commonly referred to as "Measure 17," require the department to build a workforce of inmates within Oregon´s correctional institutions.
Only minimum custody inmates are eligible for work crews outside the prison. More criteria are applied before an inmate is eligible for assignment on a work crew that would be working off the institution´s grounds. Crews generally consist of a correctional officer and ten inmates.
The department´s goal is to use inmate work to reduce the overall cost of operating government or to make a profit for the private sector. Private and public employers may be eligible to use outside work crews. Following are examples of the type of projects in which inmate work crews from TRCI have been involved:
| Umatilla County Fair Grounds - Helped prepare the fair grounds in anticipation of the Fair and Farm City Rodeo. The project included cleaning trash along fences, pulling weeds, raking, cleaning barns, etc. - Hang Christmas lights at the Fair Grounds for the Festival of Lights Holiday display. |

| West Extension Irrigation District - Repair irrigation ditch - lay rubber in irrigation cannel. Clean irrigation ditches. Work crew removed weeds and debris from ditches prior to spring irrigation season. |

| Two Over Par, Inc./Umatilla Golf Course - Work crew assisted with the maintenance and repair of golf course property. Crews moved and laid concrete around the perimeter of a pond; cut, piled and burnt saplings; cleaned the sump at the pump site; and cut and laid sod due to a water leak, clean pond, rebuild tee and green. |

| Oregon State Parks & Recreation - Hat Rock - General clean-up, minor construction work. Provided labor for minor construction and redevelopment of a pond and other park facilities at Hat Rock State Park. |

| Hermiston Baseball Commission/ Umatilla Little League - Clean-up athletic fields. Work crew cleaned high school athletic fields in preparation for spring sports activities. Clean-up athletic fields. Work crew cleaned Little League fields at Spillway Park and at the 8th Street Little League Field in preparation for the season. |

| Hermiston School District - Lay 22,000 square feet of sod at new Desert View Elementary School, move furnishings and supplies from classrooms for floor refinishing, Clean up athletic fields |

| Umatilla Chamber of Commerce - Move furnishing and supplies from stored location to the newly remodeled Chamber building. |
| Stanfield School District - Move furniture and supplies from previous location to new school facility. |
