Corrections Names Warner Creek Superintendent

Oregon Department of Corrections Director Max Williams today announced the appointment of Chuck Seeley to be the first superintendent of Warner Creek Correctional Facility in Lakeview.

“Chuck has a broad background in corrections that makes him the perfect fit for this facility,” Director Williams said. “Warner Creek inmates will be participating in work and programs that prepare them to be productive citizens.

“Chuck has an outstanding record, from both prison and community perspectives, of working directly with offenders who are in transition.”

Mr. Seeley’s career in corrections spans nearly 20 years including program and offender supervision in Washington state. In 1987, Mr. Seeley joined the Oregon Department of Corrections (DOC) and quickly promoted from parole and probation officer to manager of Malheur County Community Corrections. In 1992, he relocated to Northwest Oregon and supervised counselors in the community corrections offices of four coastal counties.

In 1995, Mr. Seeley moved to Columbia River Correctional Institution (CRCI) in Portland as Program Services manager. CRCI is a minimum-security men’s facility that focuses on transition, programs and work. While there, Mr. Seeley actively encouraged community involvement in developing transition resources with special emphasis on reach-in services. He has served on numerous work groups and committees including DOC’s Transition Advisory Committee and has been active in the development of pilot projects related to transitional leave, non-cash incentives and sex offender assessment training.

Mr. Seeley is a graduate of the University of Puget Sound with a degree in sociology. He is an adjunct instructor in criminal justice at Portland Community College.

“I look forward to partnering with the Lakeview community to prepare inmates to become successful citizens through hard work and effective programs,” Mr. Seeley said. “Opening a new prison is an opportunity to develop a culture that embraces the comprehensive principles of the Oregon Accountability Model which is designed to reduce the risk that inmates will commit new crimes upon release.”

Warner Creek is a minimum-security prison scheduled to open in September 2005. Mr. Seeley will be responsible for approximately 150 staff and 400 male inmates as well as is a biennial operating budget of roughly $25 million.
