NLM Assistant Director for Policy Development Appointed

NLM Director Donald A.B. Lindberg, M.D. has announced the appointment of Mr. Jerry Sheehan as NLM Assistant Director for Policy Development, effective September 5, 2006.

Mr. Sheehan comes to NLM from the Organization for Economic Cooperation and Development (OECD) in Paris, where he served as Principal Administrator and Senior Economist since 2000. He holds BS (Electrical Engineering) and MS (Technology and Policy) degrees from the Massachusetts Institute of Technology. Prior to joining the OECD, Mr. Sheehan held positions as Senior Program Officer, Computer Science and Telecommunications Board, National Research Council, and in the Congressional Office of Technology Assessment.

While at the National Research Council, Mr. Sheehan was the study director for two influential reports commissioned by NLM: "For the Record: Protecting Electronic Health Information" (1997) which served as a blueprint for the development of the HIPAA security regulations and "Networking Health: Prescriptions for the Internet" (2000) which had an impact on HHS actions and policy related to a nationwide health information network. He was also involved in studies of copyright and database protection in the digital age. Mr. Sheehan has recently played a role in European government discussions about public access to the results of government-funded research.

Mr. Sheehan has worked effectively with important NLM constituent groups, U.S. government officials, the Congress, and foreign government officials. He brings a wealth of expertise and experience in information policy matters important to NLM's mission and is a welcome addition to the NLM senior staff.
