Bly Ranger District: Harrington Private Road Easement

An existing native surface road is located both on National Forest and private lands, owned by a third party, that reaches the Harrington property. The third party private land owner has denied access to the Harrington's. The proposed route would be reconstructed entirely on National Forest land. The Forest Service would have to identify road reconstruction and road operation and/or maintenance measures needed for the protection of adjacent National Forest land. The Alaska National Interest Lands Conservation Act of 1980 (ANILCA) is the statute that addresses granting access to secure to the landowner the reasonable use and enjoyment of their private land.
